Vendor positioning, published pricing, and the consolidation that has reshaped this category - so you can tell which platforms are still worth evaluating and which ones only look alive in search results

Market Overview

Why there is no market-size figure on this page

Published CDE "market size" numbers come from paywalled analyst reports with incompatible category definitions - some count IDEs and CI/CD, others count only hosted workspaces - and the headline figures they produce differ by an order of magnitude. Rather than pick the most flattering one and present it as fact, this guide describes the market through dated, checkable events: what shipped, what was acquired, what closed, and what each vendor actually publishes as its price.

The defining change in this category is not growth, it is churn. Several products that still rank well for "cloud development environment" are closed to new customers, discontinued, or no longer sell a development environment at all. Any evaluation that starts from a search-results shortlist will include at least one of them, so the first job of a CDE buyer is verifying that a candidate is still a purchasable, maintained product.

The second change is the reorientation from developer workspaces to agent sandboxes. As coding agents moved into everyday use, vendors added API-driven provisioning, fast startup, and isolation for untrusted generated code. Some added those alongside the developer product; Daytona replaced the developer product with them outright. That distinction matters when you are comparing tools, because a sandbox runtime and a developer workspace platform are no longer the same purchase.

The third change is a quiet retreat from customer-managed self-hosting. Ona now offers vendor-managed runners inside your VPC rather than a self-hosted product; Daytona's core development moved to a private codebase as of June 2026. The platforms where a customer still genuinely runs the control plane are Coder, Okteto, Eclipse Che, and, client-side only, DevPod. If self-hosting is a requirement, that is a much shorter list than it was.

What has not changed is the reason enterprises buy at all: keeping source code off developer laptops. CDEs give security teams a central control plane with VPC isolation, audit trails, and instant access revocation, and that argument is unaffected by which vendors survive the shakeout. It does, however, raise the cost of choosing wrong - a platform that is discontinued mid-rollout takes the compliance posture down with it.

Vendor Positioning

How the remaining CDE vendors have positioned themselves - from enterprise self-hosting to agent-first platforms. Verified against vendor sources as of July 2026.

Coder

Self-Hosted First

Coder has kept the self-hosted, Terraform-based architecture that lets an organization run the control plane and the workspaces on its own infrastructure. As of July 2026 it sells two editions: Community (free, open source, including MCP server support and agent task assignment) and Premium (annual per-user, price not published). The earlier three-tier OSS / Enterprise / Premium structure is gone.

Two Premium add-ons were renamed in April 2026: AI Bridge became AI Gateway, and Agent Boundaries became Agent Firewall. One removal is already scheduled - Coder Tasks goes away starting with v2.37 on 09-01-2026, replaced by Coder Agents, a self-hosted model-agnostic agent that entered beta on 05-06-2026.

Ona (formerly Gitpod)

Agent-First

Pending acquisition. OpenAI announced on 06-11-2026 that it is acquiring Ona. As of July 2026 the deal has not closed and remains subject to regulatory approval. Neither party has stated what happens to the open-source repository, the Core plan, or BYOC runners.

Gitpod's rebrand to Ona came with a reorientation toward AI agent infrastructure: API-driven provisioning, prebuilt environments, and lightweight sandboxes for agent workflows, with human developers still supported.

Be careful with the phrase "self-hosted Ona" - it does not exist. Ona's runners are Ona-managed and deployed into your own AWS or GCP VPC on the Enterprise plan, so code and execution stay in your network while the control plane stays with Ona. The AGPL gitpod-io/gitpod repository is still public and is not archived, but its README steers users away from self-hosting. Gitpod Classic pay-as-you-go was sunset on 10-15-2025.

GitHub Codespaces

Ecosystem-Integrated

GitHub Codespaces has the deepest integration with the largest code hosting platform, and for teams already on GitHub it is the lowest-friction path to cloud development with no infrastructure to manage. It reached general availability for GitHub Enterprise Cloud with data residency on 04-01-2026.

It is also the one platform here whose price you can model precisely in advance, because the per-hour rates are published. The trap is the free allowance: it is measured in core-hours, not clock hours, so 120 core-hours is 60 hours on a 2-core machine and 15 hours on an 8-core one. Comparison articles routinely quote it as if it were clock time.

DevPod

Open-Source Freedom

DevPod is the vendor-independence option. As a client-only tool under MPL-2.0, it provisions DevContainer workspaces into any backend - AWS, Azure, GCP, Docker, Kubernetes, or plain SSH targets - with no server component to run and no platform to lock into. The repository is active and devpod.sh presents the tool as free and open source.

One governance change is worth knowing before you standardize on it: Loft Labs renamed itself vCluster Labs in August 2025, and DevPod is now the company's secondary product rather than its headline one. More significant than the rebrand: the repository shows no commit to its default branch since 11-14-2025 and no stable release since March 2025. It is not archived and carries no official deprecation notice, but confirm support expectations with the vendor rather than assuming a paid tier is available.

Okteto

Independent

Okteto is a Kubernetes-native development platform with per-pull-request preview environments. It is independent and has not been acquired, and it is one of the few products in this category still offered as open source, customer-self-hosted, SaaS, and bring-your-own-cloud. In a market where self-hosting has quietly disappeared from several competitors, that combination is its clearest differentiator.

Like most of the category it has repositioned toward agentic development, with AI Agent Environments in beta and an Okteto AI offering.

Daytona

No longer a CDE

Daytona is the single clearest example of the CDE-to-agent-runtime pivot. It changed direction and now describes itself as secure and elastic infrastructure for running AI-generated code. Its homepage no longer references cloud development environments or remote development at all. The current product is stateful sandboxes for agents, with snapshots, fork and resume, and Computer Use desktops.

It is also no longer open source: the daytonaio/daytona repository carries a notice that it is not maintained and that core development moved to a private codebase as of June 2026. The company raised a $24M Series A in February 2026 led by FirstMark, with Datadog and Figma Ventures participating.

Consolidation Trends

Consolidation in this category has come less from acquisitions than from products simply leaving. In under two years, two AWS products closed to new customers, JetBrains withdrew both Space and Fleet, Hocus was archived, Daytona changed category, and Ona agreed to be acquired. A shortlist assembled from search results or a two-year-old comparison article will contain several of these. Before you evaluate features, confirm each candidate is still sold, still maintained, and still solving the problem you have.

There is also pressure from above. Internal Developer Platforms increasingly treat environment provisioning as one capability among many, so some organizations will get workspace provisioning bundled with a platform they already run rather than buying a dedicated CDE. Standalone CDE products have to justify themselves on depth - compliance posture, agent governance, or multi-cloud reach - rather than on the provisioning feature alone.

Cloud provider native offerings have consolidated in an unexpected direction. Google Cloud Workstations and Microsoft Dev Box are both tightly integrated with their own ecosystems, but they are not in the same state: Microsoft's own documentation places Dev Box in maintenance mode with no additional features planned and names Windows 365 as the recommended path forward, while Cloud Workstations continues to ship release notes. AWS went the other way: Cloud9 closed to new customers on 07-25-2024 and CodeCatalyst closed on 11-07-2025, leaving AWS without a first-party development environment for new adopters and pointing them at the AWS IDE Toolkits and CloudShell instead. If you are an AWS shop, the native option that used to exist for you no longer does.

The open-source side of the market shrank rather than grew. Daytona's core development moved to a private codebase as of June 2026, Hocus was archived on 09-28-2024 when the startup behind it dissolved, and Ona's public repository, while still unarchived, comes with a README that steers users away from self-hosting it. What remains genuinely open source and self-hostable is Coder Community, Okteto, Eclipse Che, and DevPod. That is a real and useful set of options, but it is a narrower one, and a buyer who assumes open source is the safe default should verify the current license and maintenance status rather than relying on a project's reputation.

Check It Is Still Sold

AWS Cloud9, Amazon CodeCatalyst, JetBrains Space, JetBrains Fleet, and Hocus all still rank in search results and still appear in comparison articles. None of them can be adopted by a new team today. Verify availability before you spend time on a feature evaluation.

Cloud Provider Lock-In

Azure and GCP native offerings provide deep ecosystem integration and simplified billing, at the cost of lock-in that is expensive to unwind. AWS is a cautionary case: both Cloud9 and CodeCatalyst are now closed to new customers, so the cloud-native path there has closed entirely.

Verify the License Yourself

Open source is no longer a safe default assumption in this category. Coder Community, Okteto, Eclipse Che, and DevPod remain open source and self-hostable. Daytona's core development moved to a private codebase in June 2026 and Hocus was archived in September 2024 - check the repository before you plan around it.

Pricing Tip

Look beyond the sticker price. Self-hosted platforms like Coder Community, Okteto, and DevPod appear free but require cloud infrastructure and platform engineering time. Codespaces bundles the infrastructure but bills metered compute and storage, so cost tracks machine size and uptime rather than headcount. GCP Workstations and Dev Box scale with usage and can surprise you without auto-stop policies, and Dev Box adds per-user Windows Enterprise, Intune, and Entra ID P1 licensing before any compute is charged. Four of the platforms above do not publish a rate for their upper tiers at all, so budget a sales conversation into your evaluation timeline.

GitHub Codespaces gives you cloud development with no infrastructure to manage, and its published per-hour rates make the bill predictable - just model the free allowance in core-hours rather than clock hours, or you will overestimate it. DevPod gives similar convenience with no recurring SaaS cost. Both require minimal platform engineering investment.

Coder Okteto

Mid-market organizations need a balance of control, features, and manageability, and at this size you likely have a platform team that can own the CDE. Coder gives you customizable workspace templates and governance that scale with the team. Okteto is the alternative if you are already Kubernetes-native and want preview environments per pull request, with the option to self-host or run BYOC. Ona is worth a look for agent-heavy teams, but weigh the unresolved OpenAI acquisition announced on 06-11-2026 before making it a standard.

Coder Premium Self-Hosted

Enterprise organizations need governance, auditability, and scale. A self-hosted deployment keeps source code inside your own infrastructure and gives security teams direct visibility into the platform rather than a vendor attestation. Coder Premium adds multi-cluster deployment and centralized governance, though its price is not published, so budget time for a sales cycle. Verify any specific compliance certification directly with the vendor for your deployment shape - certification scope varies by how and where you run it, and it is not something to take from a comparison page.
